IANA time zone identifiers

Modern browsers expose zones such as Europe/London or America/New_York. These identifiers are maintained in the public IANA Time Zone Database and include historical and future offset rules.

City names are convenient labels; the underlying zone identifier is what makes conversions reliable. If a city has multiple possible zones, prefer the explicit IANA name.
